New items (wipcheck and wipexpire) in inn.conf

Here is a gzipped unified diff from inn-STABLE_2_2(-2000-01-27_03-05), to add following items to inn.conf.

wipcheck

The messageid of an article being received is locked during this amount of time (in seconds). That is, if an article with the messageid is being transfered on another channel, it is refused.

wipexpire

The lock of the messageid of an article being received will expire after this amount of time (in seconds).
